The Human Rights Council of Balochistan (HRCB) has released a report detailing a significant rise in enforced disappearances and extrajudicial killings across the province in February 2025. The report highlights an alarming pattern of human rights violations, particularly targeting students and political activists.
According to HRCB, in February 2025, a total of 144 cases of enforced disappearances were reported across Balochistan. Of the victims, 41 were released, 102 remain missing, and 1 was killed. Additionally, 46 killings were recorded, including extrajudicial executions. Of these, 40 victims were identified, while 6 remain unidentified.
Enforced Disappearances
Among the victims, 136 individuals were abducted for the first time, 5 were taken twice, and 3 experienced their third abduction. The Frontier Corps (FC) was responsible for 125 cases, intelligence agencies for 13, death squads for 4, and the Counter-Terrorism Department (CTD) for 2.
Of the 144 abducted individuals, 98 have unknown professions, while students form the largest identified group, with 22 recorded cases. The remaining victims include shopkeepers, laborers, and others.
House raids were the most common method, accounting for 102 of the 144 abductions. In 26 cases, individuals were detained before being forcibly disappeared. Additionally, 12 individuals were abducted from checkpoints, and 4 through camp summons.
Balochistan: 144 Forcibly Disappeared, 46 Killed in February
In February 2025, a total of 144 cases of enforced disappearances were reported across Balochistan. Of the victims, 41 were released, 102 remain missing, and 1 was killed. Additionally, 46 killings were recorded, including extrajudicial executions. Of these, 40 victims were identified, while 6 remain unidentified.
February 01:
- Shahnawaz and Abdul Khaliq, sons of Hajiullah Bakhsh and residents of Paroom (Panjgur), were forcibly disappeared by the FC in Hoshab while traveling to Turbat. They were released on March 1, 2025.
- Ali Mohammad, son of Hakeem, was abducted from his home in Mashkay by Death Squad members. He had previously been detained in 2016 and 2018.
February 02:
- Azeem, son of Kharo, was abducted by Death Squad members after they stormed a house in Paroom, Panjgur. He was recovered the next day with severe torture marks and taken to the hospital.
February 03:
- Raziq, a young man from Pasni, Gwadar, was detained and forcibly disappeared by the FC.
- Shukrullah and Nadeem Baloch, residents of Rakshan, Panjgur, were detained by FC personnel at the Washbood checkpoint, Panjgur. Two days later, Shukrullah’s mutilated body was found, and Nadeem was discovered critically injured in Soorap. Their families were reportedly threatened to remain silent and bury the deceased discreetly.
- Abdullah, son of Ahmed Ali, was detained and forcibly disappeared by FC from the Kulanch area of Gwadar district.
February 04:
- Kamil Sharif, a 17-year-old second-year student from Turbat, and his relative Ehsan Sarwar were forcibly disappeared. Kamil’s father, Sharif Zakir, the director of Sachan School, confirmed the abduction. The two left the school for urgent work and never returned.
- Mubarak Siyapad, a tailor from Raskolos, was forcibly disappeared by intelligence agencies from his shop at Kharan Girls Shopping Bazaar.
February 05:
- Hassan, a student from Kech, was forcibly disappeared by intelligence agencies in Karachi. He was abducted after stepping out of his hotel while accompanying his family for medical treatment.
- Similarly, Hafiz Ali, a resident of Kharan, was forcibly disappeared by FC from a hotel in Quetta while accompanying his mother for medical treatment.
- Mehmood, son of Mehfooz, was forcibly disappeared from his home in Essai, Panjgur.
- FC forcibly disappeared five individuals during a house raid in Bahman, Turbat. The victims include Noman, son of Rafiq, a student; Roshan and Rahil Ali, sons of Ali Muhammad, both shopkeepers; Naeem Bashir, son of Bashir Ahmed, a second-year student at Atta Shad Degree College Turbat; and Adam Ghulam, son of Ghulam Jan, a laborer.
- Six individuals—Ismail, son of Haji Bangul Mandani; Zaman Shah, son of Ahmed Shah; Saltu Mandani, son of Dilah Mandani; Deen Muhammad Mandani, son of Mamand Mandani; Essah Madani, son of Fateh Mandani; and Banzu Mandani, son of Peer Bakhsh—were forcibly disappeared by FC from the Bala Daka area in Barkhan.
- Wasim Malang was abducted by the FC during a raid on his house in Apsar, Turbat. The forces reportedly tortured women and children, confiscated mobile phones, and abused their elderly father.
February 06:
- Adil Baloch, son of Munir Ahmed and a resident of Hub Chowki, was forcibly disappeared by Pakistani intelligence agencies.
- Mairaj, son of Imam Baksh and a resident of Shahrak, Kech, was abducted by the intelligence agencies from Balochistan Hotel in Karachi.
February 07:
- Rasool Bakhsh, son of Hussain Bakhsh, and Sohail Ahmad, son of Babu Nizam, both skilled motorcycle mechanics, were forcibly disappeared by the FC from Badal Karaiz, Nushki.
February 08:
- Shams Bugti and his father, Jafar Bugti, were arbitrarily detained and then forcibly disappeared by FC from Bugti Colony in Sui, Dera Bugti. Sources indicated they were severely tortured before being taken.
- Abdul Qayyum, a resident of Sulo, Buleda in Kech, was abducted at gunpoint by state-backed death squads. He was later recovered on February 26.
- Naseem and Washdil, sons of Pathan, were forcibly abducted by the FC during a house raid in the Chakuli Kulanch region of Pasni, Gwadar. They were released on 10 February.
February 10:
- Tota, son of Musa Bugti; Ghazi, son of Chedo Bugti; and Jangal, son of Jafar Bugti were forcibly disappeared by FC during raids in Bugti Colony of Sui, Dera Bugti. Juma, son of Mahmood Bugti, was abducted by intelligence agencies from Dodwani Bridge area of Sui, while Saifullah, son of Kohi Bugti, was taken away by the FC from a checkpoint in Ashiqani while returning home from Sui city.
- Ten people, Maqbool Akram, Shoaib Ahmed, Saleem Raza, Naseeb Suwali, Fasail Suwali, Sajid Suwali, Ali Baloch, Ahmed Raza, Saleh Riaz, and Zaman, son of Pullan, were forcibly disappeared by FC during house raids in Pasni.
February 11:
- February 11: Farooq, son of Abdul Hameed; Ilyas, son of Abdul Hameed; Paris, son of Muhammad Karim; and Ibrahim, son of Ali—all residents of Dazin—were forcibly disappeared by FC and taken to an unknown location. Farooq was forcibly disappeared for the third time, while Ilyas was abducted for the second time.
- Shoaib Baloch, son of Karim Baksh and a resident of Awaran, was forcibly disappeared by FC at the Chowku checkpoint in Awaran.
- Muhammad Waris, son of Saleh Muhammad, was forcibly disappeared by FC from his home in the Gibon area of Kech.
- Rodain Shakeel, a worker at a petrol pump in Pasni, was forcibly disappeared by FC in Pasni, district Gwadar.
- Zareef, son of Ghamshad and a laborer from the Kark-e-Dal area of Mashkay, was forcibly disappeared by FC.
- Shahid Safar, a resident of Cheri Malar, was abducted by FC and released the following day.
February 13:
- Abdul Hameed Bangulzai, owner of a bakery shop, was abducted by the FC from Mangochar Bazaar in Kalat. He was tortured and beaten during the raid.
- Hasrat Khalil was forcibly disappeared by the FC from his residence in the Gomazi area of Tump, Turbat.
- Mir Dost, son of Ubaid Ullah, was forcibly disappeared by FC from the Gibon area in Kech.
- Kamran, son of Haji Mir Ahmed Muhammad Shahi and a resident of Killi Azizabad, Mastung, was forcibly disappeared by the FC at Shaheed Safar Khan Chowk.
February 14:
- February 14: Juma, son of Essa, and Nizam, son of Arz Muhammad, were forcibly disappeared by FC during a raid in the Parom area of Panjgur, where family members were reportedly tortured. They were released in the following days.
- Mohammad Umar, a shepherd from Amar Gorkai, Mashaky, Awaran, was forcibly disappeared by the FC while he was grazing his cattle.
- Asif, son of Allah Bakhsh and a resident of Pasni, was abducted during a raid by FC.
February 15:
- Jamil Rind, a coal mine laborer, and his brother Abdul Manan Rind, a mechanic in Hazarganji, Quetta, returned home to Killi Sardar Satakzai Machh, Kachhi, after taking leave. Later that night, FC raided their house, detained them, and transferred them to an unknown location.
- Syed Jan Abdul Khaliq was abducted by death squads in Kaore Posht, Buleda, Kech. They reportedly stormed his home, opened fire, ransacked it, and assaulted the women.
- Gul Mohammad, son of Jan Mohammad, Nazar, and Sher Khan Hussain from Kandari village in Mashkay were forcibly disappeared by FC after being summoned to the army camp.
- Syed Gul, son of Haji Gul Baloch and a resident of Kili Basha, Gaza Band, was forcibly disappeared by FC near Shah Ji Masjid at Kili Alam Khan Alamo Chowk in Quetta.
February 16:
- Fareed, son of Muhammad Azam and a resident of Zorabad, Nushki, was forcibly disappeared by the intelligence agencies at Quetta Airport upon arriving from Dubai.
- Fazal, son of Abdul Qadeer and a student, was forcibly disappeared by the FC from Chitkan Qalam Chowk, Panjgur.
February 17:
- Asim and his four brothers, Waheed Majeed, Hafeez Majeed, Wasim Majeed, and Nadeem Majeed—from Pasni, Gwadar—were detained by FC and transferred to an unknown location.
- Bakhtiar Nasir, a resident of Dasht living in Gwadar, and his companions Umair Naseer and Zahoor Naseer were forcibly disappeared by FC at the Gattidor checkpoint in Gwadar. Nasir was later released on February 25, while the whereabouts of Umair and Zahoor remain unknown.
- Homar Baloch, son of Badal Baloch; Ali Jan Baloch, son of Lal Jan Baloch; Shah Je, son of Jalal Baloch; and Nasir Baloch, son of Gull Muhammad were forcibly disappeared by FC during a violent raid in Taank Shardoi area of Jalalabad, Mashkay, Awaran, where women and children were also assaulted. This marks Nasir Baloch’s third abduction.
- Ziahuddin Lehri, son of Attah Muhammad and a 22-year-old university parking staff member, was forcibly abducted by the Counter Terrorism Department (CTD) from Mill Colony, Saryab Road, Quetta.
February 19:
- Zahoor Ahmed Sumalani was forcibly disappeared by FC at the Sanjedi Kanak checkpoint in Mastung. He had been abducted once before, four years ago. He was later released on February 27.
- Zohaib, son of Zabad, and Waleed, son of Atta Muhammad, were forcibly disappeared by the intelligence agencies from their home in Kohi Goth, Malir, Karachi. Waleed was released on March 12, while Zohaib remains missing.
February 20:
- Gulzar Alim, son of Alim Sayad, a BBA student at Iqra University, and Naseer Ahmed, a college student, were forcibly disappeared by the intelligence agencies from Hassan Square, Gulshan-e-Iqbal, Karachi. Both were later released.
- Hasrat, a 17-year-old Baloch youth and son of Barkat, was forcibly disappeared by FC from Panwan area of Jewani, Gwadar.
- Yousuf Abdain and Ikram Fazal, both residents of Kaleeri, Parom, Panjgur, were forcibly disappeared by the FC. Ikram Fazal was abducted for the second time. Both were released on February 22.
- Nadeem Baloch, an intermediate student from Mashkay, was forcibly disappeared by FC from Quetta’s Essa Nagri area.
- Asghar Qambarani, a Brahvi singer, was forcibly disappeared by FC from his home in Killi Qambarani, Quetta.
- FC and law enforcement agencies raided a house in Barkhan and forcibly disappeared Sardar Khan and his son Khalid; Ghulam Rasool and Haji Ghulam Farid, sons of Haji Nizamuddin; Syed Khan and Jafar Khan, sons of Meera Khan; Bijjar Khan, son of Murad Khan Mandwani; and Imam Bakhsh, son of Mohammad Khan.
- Zulfiqar Ali Marri, a student from Kohlu district, was forcibly disappeared by intelligence agents from his hostel on Jan Muhammad Road, Quetta.
February 21:
- Bashir Ahmad Muhammad Hassani was detained by FC from the Barori area of Quetta.
- Tahif Tariq, a first-year student from Kolaho Tump, was forcibly disappeared by the FC at Balicha Cross on the Turbat-Karachi route while traveling for higher education.
- Zareen Baloch, a compounder, was forcibly disappeared by the intelligence agencies from Noman Clinic in the Dannuk area of Kech. He was released the following day.
- Nazir Ahmed, a young man from Barkhan, was abducted by intelligence agencies from a hotel in Multan. He was released the next day.
- Nasruddin, son of Malang Shah, was forcibly disappeared during a house raid by the FC in Noshki.
February 22:
- Karim Jan, son of Azeem and a resident of Kandhri, was summoned by FC to the Lakhi checkpoint and forcibly disappeared.
- Noorullah, son of Alam Khan, was detained by FC during a late-night raid on his house in Kandhri.
February 24:
- Yasir Ali, son of Sabzal Ali, a media science student and resident of Juma Malir Goth, Karachi, abducted by intelligence agencies returning home from Gulshan-e-Iqbal.
- Mohib Murad Jan, a young man from Balicha, was forcibly disappeared by the FC from his tailor shop in the Balicha area of Kech.
February 25:
- Bilal Ahmed, son of Imam Bakhsh Qambrani and a resident of Qambrani Road, Quetta, was forcibly disappeared during a raid by the FC on his home.
February 26:
- Naseem Baloch, a resident of Sarikoran, Panjgur, was forcibly disappeared by FC from his home in Panjgur.
- Sabir Ali, son of Ali Dost and a resident of Gresha, was forcibly disappeared by intelligence agencies from his uncle’s house in Lyari, Karachi, where he was staying for medical treatment. He was released on 15 March.
February 27:
- Sarfaraz, son of Nawaz and a resident of Maripur, Karachi, was forcibly disappeared by intelligence agencies from Burhani Hospital while caring for his uncle.
- Irshad, son of Wahid and a resident of Mashkay, Awaran, was forcibly disappeared by FC.
- Attaullah and Habibullah, sons of Gaji Khan, and Azum Qasim and Hafeez Qasim, sons of Qasim Khan, were forcibly disappeared by FC from their home in the Rahot area of Mashkay.
- Javed, son of Ghulam Jan, was forcibly disappeared by FC while working on his farm in Shurodi, Mashkay.
- Naseeb Ullah, son of Naik Muhammad, a 23-year-old laborer; Bar Khan, son of Wazir Khetran; and Ahmed Gul Khetran were abducted by FC from their home in Balwani Baghao, Barkhan.
February 28:
- Takkari Bahadur Kiyyazai and his brother, Ali Raza Kiyyazai, were forcibly disappeared by FC from their home on the Western Bypass in Quetta. Takkari Bahadur had previously been abducted in June 2021 from Quetta and released in May 2022 in Bahawalpur. Both were released the next day.
- Elahi Bakhsh, son of Juma and a resident of Jahoo, Awaran, was forcibly disappeared by FC in the Winder Somniani area of district Lasbela. He had previously been abducted in 2018 and released after two months.
- Ayaz, son of Sabzal and an intermediate student from Sehr Gishkore, Awaran, was abducted by FC from Malik Manzoor Apartment, Jan Mohammad Road, Quetta.
- Ibrar and Adnan Baloch, sons of Akbar Jamaldini, were abducted by FC from their home. Their brother, Nasruddin, had been forcibly disappeared on February 21. Adnan Baloch was released the following day, having previously been subjected to enforced disappearance.
- FC raided a village in Shareeki, Mashkay, forcibly disappearing nine Baloch youths in front of their families. Momin Aslam, son of Aslam; Kamran, son of Muhammad Alim; Mehraj Niaz, son of Niaz Muhammad; and Zaheer, son of Niaz Muhammad were later killed in a fake encounter. Saif, son of Latif Baloch; Safdar, son of Inayat Baloch; Qamar Deen, son of Dostain Baloch; Washdil, son of Qadir Dad; and Dostain Qadir, son of Qadir Dad remain missing.
Other Incidents During the Month
Attack on Sharif Zakir Baloch:
On February 1, unidentified men hurled a grenade and opened fire at Sharif Zakir Baloch’s residence in Singanisar. No injuries were reported. On February 11, motorcyclists shot and injured him in Kaushik Malikabad, Kech. His son and cousin, Ehsan Sawar, were forcibly disappeared in Turbat the same month and have remained missing since.
False Arrest of Already Disappeared Chakar Bugti by CTD:
On February 3, the Counter-Terrorism Department (CTD) announced the detention of Chakar Bugti, a resident of Hub, accusing him of BLA affiliation and involvement in a grenade attack. However, his relatives state he was forcibly disappeared by Police SHO Saud and intelligence officials in November 2024. He was later released on March 13, 2025.
State-Backed Group Abducted Woman in Police Lines Area:
On February 6, around 1 PM, a government-backed group led by Zahoor Jamalzai stormed a house in the Police Lines area and tortured women, children, and other occupants. The armed men abducted Asma Jatak to forcefully marry her. Following three days of protests that blocked the main highway, she was released.
Fisherman Accused Coast Guard of Forcibly Using and Damaging Local Boats:
On February 6, Akram, son of Mehrab from Koldan, accused the Coast Guard and Levies officials of forcibly using his boat in Kontani Hor. He stated that the Pakistan Coast Guard, along with other agencies, damaged several local boats, including his own, leaving him unable to support his family.
Killings
During the month, at least 46 killings were recorded in various parts of Balochistan. Of these, 40 were identified, while 6 remained unconfirmed.
Targeted killings:
In targeted killings, 30 individuals were killed. Among them, 18 were killed by unknown assailants for unknown reasons. Additionally, 12 were killed by Baloch insurgent groups: 9 by the Baloch Liberation Army (BLA), 2 by the Balochistan Liberation Front (BLF), and 1 by the United Baloch Army (UBA). These groups accused them of being state agents and facilitators. However, 2 BLF-linked individuals were killed by the FC in an encounter.
Recovered Bodies:
Three bodies were recovered from different locations. In Dhadar Nagari, Sibi, Khadim Hussain Abro was found with a gunshot wound to the head. In Mastung’s Lakha area, Tanveer Ahmed Bangulzai was also found shot dead. An unidentified body was discovered near Habib Kot and later buried in Usta Muhammad.
Moreover, four individuals were killed in fake encounters, four were killed in the custody of the army, and three were extrajudicially executed.
Fake Encounters:
On February 21, four previously disappeared individuals were killed in a staged encounter in the Shaban area of Quetta. Hafiz Muhammad Tahir, son of Hafiz Muhammad Akbar Haruni, and Zubair Ahmed Haruni, son of Abdul Samad Haruni, both residents of Surab Gadar, were among the victims. They had been forcibly disappeared by security forces in December 2024.
Shahzeb, son of Rahmatullah, was abducted from Killi Khairullah on January 7, 2025, while Naeem Ahmed, son of Nooruddin, was taken from Kharotabad on January 2, 2025. Both were also among those killed in the fake encounter.
Extrajudicial Killings:
On February 9, Abdul Wahid, son of Ramzan from Peshokan, was shot dead by the Pakistan Coast Guard in the Gunz area of Gwadar. According to his relatives, the Coast Guard initially allowed them to work under the pretext of Lane, but after they loaded goods onto their boat, the officers began chasing them. As they attempted to leave, the Coast Guard opened fire indiscriminately.
On February 26, Pakistani customs forces shot and killed 22-year-old Mudassir Sumalani on the Nushki National Highway.
On February 27, Pakistani forces handed over a body to the Levies in the Abdoi area of Kech. The deceased, identified as Wafa, son of Allah Bakhsh from Panjgur Parom, bore bullet wounds and was transferred to the hospital for identification.
Custodial Killings:
On February 5, Shukrullah and Nadeem Baloch, residents of Panjgur’s Rakshan area, were detained by Frontier Corps personnel at Washbood checkpoint. Two days later, Shukrullah’s mutilated body was found, while Nadeem was discovered critically injured in Soorap. area of Panjgur. Their families were reportedly threatened by intelligence agencies and pressured to remain silent about the incident.
On February 11, the body of Hayat, son of Sabzal, was found in the Shahu Kahan area of Panjgur. He had been taken into custody by Pakistani forces from Turbat on July 3, 2024, and remained missing until his body was discovered.
On February 25, the mutilated body of 46-year-old Noorjan (Hameedullah), son of Khan Muhammad, was found in Khuzdar. His family stated that he had been abducted by security forces on December 15, 2024.
On February 28, Eid Muhammad, son of Hayat Khan from Nirmak, succumbed to injuries after enduring severe torture in custody. He was forcibly disappeared by Pakistani forces on December 10, 2023, in Mangochar, Kalat, and remained missing until his rescue on February 8, 2025. Despite receiving medical treatment, he could not survive the torture he had endured.
